Lieutenant Carl Francis- Division Commander (417) 623-3131 ext. 401 Technical Services comprises all the "other" support staff that make the police department function. There is a lot of work that goes on behind the scenes that some people fail to realize. Every report that is generated by the police department ends up being collected, sorted, filed and retained by the Records Division. Some reports have to be kept forever, while others maybe only 5 years. Accident reports are collected in this division and are available to the public for a small fee. The Joplin Municipal Jail is actually run by a private corporation called GRW Corporation. The City has a contract with them to run the jail operations. The Technical Services Commander monitors that contract and GRW to ensure things run smoothly. The Joplin City jail can house 46 prisoners. We average around 36 people in jail at one time. The City of Joplin Police Department has been very aggressive in seeking outside funding for its many community oriented programs. This is another function of the Technical Services Division; to apply for and monitor State and Federal Grants. Over the last three years, the Joplin Police Department received over $1,058,643 in grants which allowed, among other things, to hire eight additional police officers, a Domestic Violence Detective, equipment and computers. J.P.D. was just awarded a $300,000 grant to help fund the installation of laptop computers in every patrol car. Officers will be able to access and generate reports from the street instead of coming in to the station.
